Naïve intuitions about what is a society

We associate to all our social concepts (society, nation, democracy and so on) a series of intuitions that may be wrong and conflict with the existing normative notions but help us to make sense of the social world around us. What strucks me with this image of the ongoing disaster in New Orleans is how far away it is from my intuitive concept of what a civil society is. May be I have to update my intuitions. Or may be not.
